Tattooed Edmonton-area satanist declared dangerous offender

Andrew Oliver Gulliver, 34, was designated a dangerous offender and handed an indeterminate prison term after Court of Queen’s Bench Justice Dallas Miller ruled the Crown had proven that the convicted sex offender was guilty of a pattern of persistent aggressive behaviour.
“I find that Andrew Gulliver constitutes a threat to the life, safety or physical or mental well-being of other persons,” said Miller, adding there is “no reasonable prospect” that he can be controlled in the community.
The Lethbridge judge accepted the findings of a psychiatric risk assessment which indicated Gulliver can be considered a “protypical psychopath” and he is classified as a “high risk” to re-offend both violently and sexually.
Miller also noted that Gulliver had written a threatening letter to a female prosecutor — containing “threats of mutilation and murder with a gothic or death theme” — after he had been convicted of a vicious 2010 sexual assault in Claresholm and was aware that he was facing a pending dangerous offender hearing as a result.
As well, Miller pointed out Gulliver’s consistent refusal to participate in programs leaves him with the only conclusion that there is no possibility of successful treatment.
“It is extremely difficult, if not impossible, to help someone if they are not prepared or willing or able to help themselves,” said Miller.
Gulliver showed no emotion at the ruling while sitting in the prisoner’s box with multiple bluish prison tattoos covering both his shaved head, face and neck and a long goatee contrasted by his shirt and suit jacket.
The former Sherwood Park man was targeted as a dangerous offender after being convicted in 2012 of sex assault, assault, unlawful confinement, choking, uttering threats and resisting arrest relating to the Claresholm attack.
The victim testified Gulliver hit her in the head three times, pinned her to a bed, choked her, tried to burn her with a cigarette and then sexually assaulted her while holding her hostage in his home. Court heard he was arrested after a six-hour standoff with RCMP.
Court documents filed in the dangerous offender hearing — which were obtained by The Edmonton Sun — portray a violent criminal with a history of attacking women, sometimes with weapons, who has a keen interest in tattooing and a “self-described devotion to Satanism.”
Four other women also testified during the hearing that Gulliver assaulted and threatened them. Court also heard that he twice physically attacked his mother.
In the psychiatric assessment, Dr. Alberto Choy referred to the death threats Gulliver made against a prosecutor and two Mounties in obscene and racist letters sent from the maximum-security Edmonton Institution.
The psychiatrist noted the content of the letters related to murder and mutilation and had Gulliver calling himself the “Jew Slayer,” with references to the “Satanic Skinhead Syndicate” and pictures of swastikas.
The assessment also cites a 1999 psychological report that details Gulliver’s childhood, beginning when he was adopted in New Brunswick when he was 20 days old.
It notes that Gulliver admitted to acting out as early as when he was in Grade 2, including setting fires at school, putting thumb tacks on chairs and looking up girls’ skirts.
He also admitted killing animals as a child, being into the Goth subculture and admiring notorious murderers.
Gulliver also expressed an interest in sadomasochistic behaviour and sexual dominance and admitted finding both giving and receiving pain as pleasurable.
A 2012 RCMP threat assessment report noted the psych report also had Gulliver admitting to throwing feces at other children when he was young, as well as spraying kids with gas, stealing, and exposing himself to girls.
The threat assessment also cites prison reports that have Gulliver saying he is interested in paranormal phenomenon, witchcraft and Satanism and idolizes Ted Bundy and Charles Manson, whom he described as “pretty cool.”
It also notes that Gulliver likes to be called “Damien” and he has tattoos all over his body that include Jesus with his face ripped apart, pentagrams and swastikas.
